See National Sources of Law Enforcement Employment Data for descriptions, advantages, and disadvantages of the various sources.

1.  For long periods, best bet will be the Uniform Crime Reporting Data LEOKA data.   Each year is a separate file. 

2.  Crime in the United States is useful if looking for a single year or state.  You will have to keep changing years.
